 | Representing
the Department of Early Education and Care (EEC), Dave McGrath the Regional
Operations & Licensing person presented an overview of the latest
changes in EEC, through a power point presentation. He followed
up with a lengthy Question & Answer period and there were many
questions.

 | Mr. McGrath was very clear to highlight the
distinction between EEC, CPC (Community Partnerships for Children under the
Department of Education) and EEA (Early Education for All, proposed
legislation.

 | The area of teacher certification seemed to generate
a number of specific questions. Mr. McGrath was adamant that EEC
has not made any decisions about future requirements for degrees for
teaching staff.

 | CPC has accepted The Department of Education Program
Standards and Learning Guidelines which currently calls for teachers
having an associates degree by the year 2010 and a bachelor's degree
by 2017.

 | Concern was expressed that discussions need to be
held on this subject with those actually providing early education and care
in the private sector.
